What is the European Defence Fund (EDF)?
The European Defence Fund is the EU programme financing collaborative defence research and capability development across Member States. It has a budget of €8 billion for 2021–2027, with €1 billion allocated to the 2026 Work Programme.
How many countries are required to apply for EDF funding?
At least three independent legal entities, each established in a different EU Member State or associated country. This minimum consortium rule applies to every call.
Who can participate in EDF consortia?
Defense companies including SMEs, research organisations, universities, primes and industry clusters — provided they are established in eligible Member States and meet the consortium composition rules for the specific call.
What is the difference between Research Actions and Development Actions?
Research Actions fund early-stage collaborative R&D at up to 100% of eligible costs. Development Actions fund capability development at higher TRLs and are co-financed between 20% and 80%, with bonuses for SME participation.
What is the EDF 2026 budget?
The 2026 Work Programme allocates €1 billion across 31 call topics grouped into 10 thematic and non-thematic calls. Approximately €676M goes to Development Actions and €329M to Research Actions.
When is the deadline for EDF 2026 applications?
29 September 2026 at 17:00 CET for all calls under the 2026 Work Programme.
Can SMEs apply for EDF grants?
Yes. SMEs are eligible and often prioritised — certain calls reserve budget for SME-led consortia, and Development Actions provide higher co-financing rates when SMEs participate meaningfully.
Is EDF funding non-dilutive?
Yes. EDF grants do not require companies to give up equity. Funding is milestone-based and paid directly to consortium members based on their participation.
